  1. Preheat oven to 375°.
  2. Mix milk, egg butter, sugar, and salt together.
  3. Dissolve baking soda in the water and add to the other ingredients.
  4. Sift the flour and cream of tartar and stir into the rest of the mixture.
  5. Stir in the cornmeal and raisins.
  6. Bake for 30 minutes.
